A by-election will be held on 11 December 2025 to elect a councillor for the Whitburn and Blackburn ward

West Lothian Council - Whitburn and Blackburn By-Election

The Returning Officer has determined that Thursday 11 December 2025 will be the date for Local Government By-Election to be held in the Whitburn and Blackburn Ward (West Lothian Council). The Notice of Election was published on Friday 31 October 2025.  Nominations closed at 4pm on Friday 7 November.   Polling will take place between the hours of 7am and 10pm on Thursday 11 December

The Notice of Poll, Notice of Situation of Polling Places, and Notice of Appointment of Election Agents have now been published.

A Candidate and Agent Briefing took place on Wednesday 29 October. A copy of the presentation slides are available to download from this page.

Any queries on the election process should be directed to the Election Team on 01506 282035 or by email at elections@westlothian.gov.uk to arrange a mutually convenient date and time for checking of the nomination papers and thereafter to lodge formally the nomination paper. Ideally that would happen after forms have been checked via email.

The Access to Elected Office Fund (opens new window) is run by Inclusion Scotland and offers money for practical support and reasonable adjustments to remove barriers for disabled candidates.  This can include help with communication, transport or personal assistance.
