Information on concessions and charges - 2015/16 to 2017/18

West Lothian Council agreed revenue budget measures for 2015/16 to 2017/18 in January 2015.

The move to set out a three year strategy will enable the council to plan ahead and meet a significant budget shortfall of £29.544 million over the next three years, which has arisen as a result of Scottish Government grant funding being insufficient to meet the estimated growth in council expenditure.

Some charges for council services have also been agreed by West Lothian Council, and play a significant part in enabling the council to meet its budget shortfall and protect existing services. The council will generate additional income which will be used to support and protect council services and offset the impact of budget reductions in other areas.

Audit Scotland highlighted recently that West Lothian Council currently had the lowest income from sales, fees and charges per head of population of any of the 32 Scottish local authorities.

The council has also expanded concessions to include specific groups, such as Armed Forces covenant recipients, full time students, housing tenants and benefit recipients for some charges. The council has now introduced new concessions for swimming clubs who gain accredited club status with the council and for community sports hub affiliated members.

Fees and charges have been agreed for 2015/16 to 2017/18. By setting the fees and charges over a three year period, the council will provide stability and certainty for local people and groups, and allow them to plan ahead for the coming three years.
