Funding for active travel schemes

West Lothian is set to see over £1.6million invested towards active travel in the local area.

An upcoming meeting of West Lothian Council Executive will be asked to approve proposals for funding to be allocated against specificprojects and activities designed to improve and encourage active travel in the area. This funding is ring fenced specifically for the purposes of active travel meaning it cannot be used for any other purpose.

Capital grant funding of £1,319,000 has been allocated to the council from Transport Scotland to support the design of and delivery of active travel projects during 2025/26. The report notes that this funding must be allocated towards projects by 31 March 2026. Council officers have identified several active travel related projects which could progress thanks to this funding stream. Identified projects include:

  • Cycle link along the B7066 (Whitburn) from Armadale Road to Polkemmet Roundabout to construction (£990,000)
  • A904 - Duntarvie and Abercorn Junction Upgrades (£150,000)
  • Dixon Terrace, Whitburn Cycleway design progressing (£129,000)
  • Removing barriers to accessibility across various locations (£50,000)

An additional ring-fenced award of nearly £150,000 has also been awarded to the council via Transport Scotland's People and Place programme. This funding is intended to support active travel strategies and current infrastructure. A number of proposals are outlined in the report including supporting a play on the way initiative to encourage walking to school and the promotion of active travel maps.

The report also provides details of another successful funding application to Transport Scotland in November 2025. This will see £85,500 split between two active travel schemes from Threemiletown to Uphall and Uphall to Uphall Station. If approved these funds will support early design work on both schemes.

Finally, the council has received funding from SEStran's People and Place Fund with £121,900 to be specifically used on educational initiatives to support more young people to travel actively out with school.

Council Executive will consider the proposals at its next meeting on Tuesday 13 January.
