Vacancies for Lay Members of the Audit Committee and Governance and Risk Committee
West Lothian Council has established an Audit Committee and a Governance & Risk Committee and is seeking to appoint an independent non-councillor member to both of these committees. You may apply for the Audit Committee, the Governance and Risk Committee, or both.
The Audit Committee's remit is to review the council's control environment and make recommendations to officers and other council committees for improvement.
The Governance and Risk Committee's remit is to review the council's framework of governance and risk management and make recommendations to officers and other council committees for improvement.
Both committees are essential parts of the council's scrutiny and compliance arrangements. As an independent member of these committees, you will be expected to contribute to their work by effectively holding to account council officers on matters within their remit.
The Audit Committee member should have an understanding of the principles of internal control and the Governance and Risk Committee member an understanding of concepts of risk management and corporate governance.
For both committees you should have practical experience in the financial and/or general management of a business or public sector organisation. You should have a high level of inter-personal skills, enabling you to work effectively with councillors and council officers in a formal committee environment, and an ability and confidence to challenge and hold to account senior managers and council officers.
You will be expected to attend a minimum of four committee meetings a year. If appointed to both committees, you will be expected to attend a minimum of eight committee meetings a year.
The appointment will be on an unpaid basis, although travel and subsistence expenses will be reimbursed. It is not a staff position and will initially be for a fixed term of three years.
