The Scottish Government Coronavirus (Covid-19) Strategic Framework Business Fund is being administered by Local Authorities.

Strategic Framework Business Fund

If you have already made an application to the Fund you do not need to make another application when the level of restrictions change up or down. Your previous application remains valid.

There are two elements to this fund, the Business Temporary Closure Fund and the Business Restrictions Fund.

Applications can be made up to 31 March 2021.

If your business is required to close by law or to significantly change its operations due to COVID-19 restrictions in place at any given time you may be eligible to apply for grant funding.

Business Temporary Closure Fund

The business temporary closure grant is for those businesses required to close by law, as set out in the schedules of  The Health Protection (Coronavirus) (Restrictions and Requirements) (Local Levels) (Scotland) Regulations 2020

The schedules to the regulations set out in detail the measures which apply for each level. Part 1 of each schedule details the businesses which are required to close.

The temporary closure grant will offer businesses required to close by law:

  • £2,000 for premises which have a rateable value of up to and including £51,000, or
  • £3,000 for premises which have a rateable value of over £51,000.

Eligible businesses which lease or rent premises and are not rated, such as those leased from a council in a public park can also apply.

Where a business operates multiple premises it can apply for a grant for each eligible premise. An upper limit of £15,000 in total will apply to any eligible business operating multiple premises. The business should apply to the local authority in which their headquarters is based and they will administer the application for all eligible premises. Where the business headquarters are not based in Scotland, they should apply to their chosen local authority.

Business Restrictions Fund

The business restrictions grant is for those businesses required by law, to modify their operations as set out in the schedules of

The Health Protection (Coronavirus) (Restrictions and Requirements) (Local Levels) (Scotland) Regulations 2020

Please note this does not include where the demand for the products or services of the business has reduced because of the pandemic.

The schedules to the regulations set out in detail the measures which apply for each level. Part 2 of each schedule details the statutory restrictions on business.

The restrictions fund grant will offer businesses specifically required to modify their operations by law:

  • £1,400 for premises which have a rateable value of up to and including £51,000, or
  • £2,100 for premises which have a rateable value of over £51,000.

Eligible businesses which lease or rent premises and are not rated, such as those leased from a council in a public park can also apply.

Where a business operates multiple premises it can apply for a grant for each eligible premise. An upper limit of £10,500 in total will apply to any eligible business operating multiple premises. The business should apply to the local authority in which their headquarters is based and they will administer the application for all eligible premises. Where the business headquarters are not based in Scotland, they should apply to their chosen local authority.

Other Eligibility Criteria

Businesses applying for support must also meet the following criteria and provide supporting documentation where required:

  • The business must have a Business Bank Account.
  • The business must not have breached wider COVID regulations/requirements prior to local restrictions.
  • The business must not have connections to tax havens, as set out in the Coronavirus (Scotland) (No.2) Act 2020
  • Applicants are required to declare all previous support received from UK or Scottish or Local Government support schemes to provide local authorities with the necessary information to ensure payments are made correctly and compliant with EC State Aid limits.

Please note that you cannot apply if your business sector type is not specifically mentioned in the regulations. More information is available on the Scottish Government website.

Payments

The grant is payable every four weeks in arrears for the duration the measures that affect the business are in place. Businesses who have applied and are eligible for the grant will receive an email confirming when payments will be made.
