Coronavirus Business Support Fund

The Scottish Government Coronavirus Business Support Fund is being administered by Local Authorities. It consists of the Small Business Grant Fund and the Retail, Hospitality and Leisure Grant Fund.

Eligible business ratepayers can apply for these grant funds until 31 March 2021. The grants are aimed at helping to keep small and medium-sized companies in business and keep productive capacity so that they can recover. Their intention is to:

  • Protect jobs
  • Prevent business closure
  • Promote economic recovery

Ratepayers must have been in occupation of the non-domestic property as at 17 March 2020.

Small Business Grant Fund

Business ratepayers occupying a non-domestic property on 17 March 2020 can apply to the fund for a small business support grant if they are:

  • in receipt of the Small Business Bonus Scheme, or  
  • in receipt of Rural Rates Relief, or
  • eligible for Small Business Bonus Scheme but in receipt of Nursery Relief, Disabled Relief, Fresh Start Relief, Business Growth Accelerator Relief, Enterprise Area Relief, Discretionary Sports Club Relief or Charitable Rates Relief, or
  • operating non-domestic properties in the retail, hospitality and leisure sectors where the rateable value of each individual non-domestic property does not exceed £18,000 and the cumulative rateable value of all non-domestic properties is greater than £35,000 but does not exceed £51,000.

Non-domestic properties occupied for personal use as well as non-domestic properties used for specific purposes, as set out in the application form, are not eligible for a grant.

Grants available:

Business ratepayers meeting the eligibility criteria can apply for a one-off grant of £10,000 for their first or only qualifying non-domestic property and a £7,500 grant for each subsequent qualifying non-domestic property.

Retail, Hospitality and Leisure Grant Fund

Business ratepayers occupying and operating in a non-domestic property on 17 March 2020 in the retail, hospitality and leisure sectors where the rateable value is greater than £18,000 but does not exceed £51,000 can apply for a grant.

The non-domestic property must be used for a qualifying purpose, as set out in the application form, to be eligible for a grant.

Grants available:

Business ratepayers meeting the eligibility criteria can apply for a one-off grant of £25,000 for their first or only qualifying non-domestic property and a £18,750 grant for each subsequent qualifying non-domestic property.

How to Apply 

Before starting your application please note the following:

  • You must complete a separate application for each eligible non-domestic property.
  • If you have multiple eligible non-domestic properties in different Local Authority areas you must make a separate application to each Authority in which the non-domestic properties are situated.
  • You must inform us of the details of previous applications for grant support under this scheme, whether the application was approved or otherwise.
  • You must submit all necessary supporting information with your application. Failure to do so will result in a delay in your application being assessed.

We aim to process applications within 10 working days of receipt of a complete application.You will be sent an email confirming the outcome of your application.

We are issuing payments on a daily basis directly to the business bank account by bank transfer. It can take up to 3 working days for your bank to process your payment.

Business Rates Relief

The Scottish Government has announced, as part of a wider package of measures to help support businesses deal with the impact of COVID-19, additional Business Rates reliefs.

These reliefs will be available to ratepayers of non-domestic properties from 1 April 2020 to 31 March 2021.

General 1.6% Relief

This relief effectively reverses the increase in the rate poundage for 2020/21 for all ratepayers. The 1.6% relief is awarded on your gross rates bill.

You do not need to apply for this relief so it will be automatically detailed on your bill.

Retail, Hospitality and Leisure Relief

This relief effectively reduces the rates bill for qualifying ratepayers who wholly or mainly use their property for specific purposes within the retail, hospitality and leisure sectors to nil for 2020/21.

If the property was unoccupied on 17 March 2020 no relief can be awarded. However, if the property is closed due to the UK or Scottish Government's requirements or advice on COVID-19 they will be treated as being occupied and relief can be awarded.

You do not need to apply for this relief so it will be automatically detailed on your bill.
