The sale of alcohol is controlled by law and each local government area must have a Licensing Board.

West Lothian Licensing Board is made up of eight members and the quorum at any meeting of the board is four members, the current members are as follows;

  • Councillor Bruce Fairbairn
  • Councillor Dom McGuire
  • Councillor George Paul
  • Councillor Damian Timson

Review of Licensing Board Policy Statement

The Licensing Board is undertaking a review of its policy statement. The Board is seeking the views of the public and stakeholders on policy issues relating to the licensing of the sale of alcohol.

Licensing Board Policy Consultation Survey

The consultation is open until 14 July 2018. Responses are welcomed from everyone with an interest, whether they wish to answer just some or all of the questions.

Meeting Dates 2018

West Lothian Licensing Board meetings are held within the Chambers at West Lothian Civic Centre. The meeting schedule is as follows;

  • Friday 11 May 2018
  • Friday 8 June 2018
  • Friday 13 July 2018
  • Friday 10 August 2018
  • Friday 14 September 2018
  • Friday 12 October 2018
  • Friday 9 November 2018
  • Friday 14 December 2018

Please note that once an application is received and is deemed to be complete it will be acknowledged and sent for processing. Once the objection period has passed, the Clerk will then decide at which meeting the application will be heard and applicants and agents will be advised accordingly. An application may not necessarily be considered at the next available board meeting and it is recommended you submit any application forms as soon as possible.

Alcohol Minimum Unit Pricing

West Lothian Licensing Board Statement of Licensing Policy

You can download copies of the pdf icon Board's Policy [365kb] or from the related documents section on this page and are also available for public inspection free of charge at the West Lothian Civic Centre, Howden South Road, Livingston, EH54 6FF from 9am to 5pm Monday to Thursday and 9am to 4pm on Friday.

All agents, licence holders and new applicants are advised to read the policy prior to submitting any applications for licences, variations or reviews.

West Lothian Licensing Board Statement of Licensing Policy - Section 7 Overprovision

As stated in section 7(4) of the Board's policy statement, the Board in conjunction with the Licensing Forum began an evidence and information gathering exercise in May 2014. This exercise remains ongoing and further updates will be provided in due course.

Licensing Board Rules
