Important Notice for Trade Waste customers using the Household Waste Recycling Centres.

What is changing?

From 1 April 2018 external trade, commercial or business waste will no longer be accepted at West Lothian Council's Household Waste Recycling Centres (HWRCs).


The Scottish Government - who provide the council with 80% of its funding - has given the council a real terms decrease in core funding of £7.5 million for 2018/19. However, West Lothian's population is expected to increase by 10,000 over the next five years, increasing demand for council services such as schools and social care. This, combined with rising costs for services, means that the council's budget gap totals nearly £14 million for 2018/19 and £65 million over the next five years (2018/19 - 2022/23).

To allow West Lothian Council to balance its budget a number of changes to existing services are being made, including changes to what waste can be accepted and then disposed of at HWRCs.

West Lothian Council will stop accepting external trade, commercial or business waste at all HWRCs on 1st April 2018. HWRCs will only permit residents to dispose of their own household waste and recycling.

Where can traders and businesses dispose of their waste from 1 April?

All businesses and traders have a legal duty to dispose of their waste and recycling through a registered waste operator. Businesses and traders can dispose of their waste at these sites: pdf icon Waste Management Sites [199kb]


Household Waste Recycling Centres will only permit residents to dispose of their waste and recycling at HWRCs. 

Residential Exemption Permits

Residential Exemption Permits are now required for households that wish to bring household waste in liveried vehicles to Household Waste Recycling Centres. For more information please visit: Residential Permits - Household Waste Recycling Centres (HWRC)

Information on taking items to your Household Waste Recycling Centre:

IMPORTANT NOTICE -  For the safety of yourself and others at household waste recycling centres, bins and waste should not be tipped from the back of a vans. Bins should also not be taken up any stairs. This is to prevent users falling off vehicles, into skips or down the stairs.

Household Waste Recycling Centres accept a wide range of items, however in some cases there are certain restrictions. Please read the information below for details of what can be taken.

IMPORTANT NOTICE- Because of the dangers from asbestos if it is disturbed or broken, there are strict laws on transporting and disposing of asbestos. Householders cannot take it to West Lothian Household Waste Recycling Centres. A specialist contractor will be needed to remove, transport and dispose of asbestos. Gas bottlesPlease take to storage cage and ask for assistance. Please note: Acetylene and commercial CO2 gas bottles are not accepted.

Ask at the depot for all accepted small appliances

Cookers, microwaves, washing machines and tumble driers, dishwashers, TV's and monitors, fridge/freezers. Only fridges and freezers that are empty can be accepted.
