Disabled people - bus passes
Scotland-wide free bus travel was introduced on 1st April 2006 and entitles anyone aged 60 and over and eligible disabled persons who live in Scotland, to travel free on both local registered services and long-distance bus services within Scotland, without any peak-time restrictions.
To qualify for a disabled concessionary travel pass you must meet at least one of the following eligibility criteria:
- In receipt of the higher rate of mobility component of Disability Living Allowance (DLA)
- In receipt of the higher or middle rate of the care component of the Disability Living Allowance (DLA)
- In receipt of the standard or enhanced rate of Personal Independence Payment (PIP)
- In receipt of Attendance Allowance
- In receipt of a Veterans Agency award that includes mobility supplement
- In receipt of War Pensions Constant Attendance Allowance
- You have been issued with a disabled persons parking badge (Blue Badge) or “disabled” taxation class (DVLA forms V11 or 404)
- You are living in a care/residential home or hospital and are eligible for the higher or middle rate of the care component of DLA or Attendance Allowance
- You are profoundly or severely deaf – must be in both ears and greater than 70dBHL averaged over 1,2 and 4 KHz
- Your Driving Licence has been refused or revoked on medical grounds
- You have mental health issues – subject to verification via a separate form (NCT002)
- You have been diagnosed as terminally ill
- You have lost one or both of your lower/upper limbs
- You are registered blind or partially sighted
- You have a progressive degenerative condition which impedes your mobility
You can also have the companion element added to your entitlement card and is available for anyone registered blind, on high or middle rate DLA, in receipt of the standard or enhanced rate of Daily Living Component of PIP, in receipt of attendance allowance or a letter from a care/residential home certifying that you are unable to travel alone.

Application forms are available from all CIS and Library offices. These should be completed and returns with all required evidence to one of these offices. The Council will validate eligibility in line with the legislation and guidance issued by the Scottish Government and can only order cards where the applicant meets one of the criteria listed above.
Cards are ordered from the National supplier and sent direct to the successful applicant’s home address within 7-10 working days of the order being placed.
